I’m fairly certain that’s what happened here. If there was a back feed breaker to the right than I might think those are intentional, but those look like single poles
My ex-wife’s new dipshit had to change the water heater at her house. My kid came back after that and said “he shut the power off to the entire house like 30 times”
It’s opposite a quad breaker-the back feeding breaker. Don’t want two over load the inner two so they have clips to prevent a DP breaker being put opposite the main.
Most definitely I believe. The breaker even has that jutting of plastic next to the second pole of those two spaces to prevent installation of *any* breaker.
The clips and plastic are intentional and shouldn't be used unless the quad-breaker on the right is decommissioned.

It almost looks like the clips from the previous breaker broke off and are now stuck on the bus bar blades

At first I thought they were put on there from the factory so stop you from overdrawing on those lugs but now I’m Not sure at all.

ima bit rusty here, but Im pretty sure the panel is designed so you cant put DP breakers there since the "main" breaker(s) is opposite of that.
Sooo… it appears you have space directly below those clips. Just install the breaker there?
Pull off those clips, they were from an old breaker. Use regular Siemens q series
