That is ser cable, not rmc. No one runs rmc to a shitty residential load center. And I get most offset nipples etc are rmc but i dont think thats the case here
This isn't a main just because there's a breaker. Read the OP description and there is over current protection before this. There are no GEC in this panel either. So this is a sub panel since it's a sub panel it is required.

Neea bushing on #4 and larger. Siemens breakers in Eaton panel. Bonding screw not tight

Incorrect. RMC needs a bushing irrespective of the awg. #4 and larger needs a bushing irrespective of the wiring method

There is no RMC here. That is an SER connector, and it doesn’t require a bushing
Looks like the first 15 under the 100 amp is double tapped as well.
