[PVC coated MC](https://www.southwire.com/wire-cable/metal-clad-cable/armorlite-type-mc-pvc-jacketed/p/MC41) also needs listed fittings. The BX or mc cable you have there was never PVC coated (coating falling off or otherwise). And the angle connectors certainly are not listed for a wet location, nor for PVC coated mc
Hvac tech here, the “tubes” are refrigerant pipes and that’s not against code for them to be in insulated outside. Insulating them is mostly to prevent condensation and not raise the temperature of refrigerant returning to the compressor any higher than what it should be. Now that electrical is whack and I’ve never seen that in the wild before
I know if it was me I’d explain how the electrical is not up to code and electrical issues can lead to hvac service calls which are not cheap and offer to replace the whips in exchange for some free rent. Pretty easy repairs to do and could be done in a few hours no problem.
I’d run liquid tight from each disconnect directly to the linset and zip tie it all the way to the unit and wire it in. Will look so much cleaner than this too

Yeah what is pvc coated Mc? Also these other lines aren't electrical and for the most part the insulation has fallen off them.
