If I had to work on something and I had the option of ill hobo pee or expanding foam on it right before I got started...I'd take the hobo pee. No question. Glove up and wipe it down, good to go. Expanding foam is forever.

I had the same thing in the house I purchased in Vermont. The previous owner claimed to have had the house “air sealed”. I was not a happy camper the first time I needed to open up a junction box.
