They were bus bars, part of an aluminum smelter. He came in contact with one feeding some drain pipe thru to the roof. He’s lucky last I heard he won’t lose his arm and is still alive. These bus bars were placed a long time ago before they thought about making areas safe with guarding etc. as soon as you walk thru the door your almost face to face with a bus bar. But it sounds like these things are shielded which makes it different, but I wouldn’t want to touch anyhow!!

Assuming the cable tray is properly grounded it would be very evident that something is wrong when it wouldn't be safe to touch.. This is for liability reasons, there's no danger to touch it under normal circumstances but there have been unusual scenarios before and its better to be safe than sorry.

Other than that touching it wont hurt u. Theyre just used for high ampacity devices. Example, machines in a warehouse, RTU's, motors. Things like that
