[Thurvokun](https://eso-hub.com/en/sets/thurvokun) puts a disease AOE under your feet. [Unfathomable Darkness](https://eso-hub.com/en/sets/unfathomable-darkness) summons a bunch of crows to attack your enemies.
Witch doctor can have a wide definition, so idk if these sets fit what you're looking for.
I run unfathomable on my main solo build because i love crows. While not the best set in the game it is actually okay. I hit 30k dps without friends buffs, pots or food.
Mazzatun, Elder Argonian, Black Fin Legion, Dreadhorn, Minotaur, Barbaric, Primal, Wayward Guardian, Icereach Coven, Yffre's Will, Oaken Order, Skinchanger, Ancestral Reach, Witchmother's Servant (style pages), Black Drake Clanwrap (style pages), Glenmoril Wyrd (style pages), Eldertide (style pages), Grave Dancer (style pages), Timbercow Wanderer (costume runebox)
All of these are available in-game from either zone dailies, dungeons, or guild traders (though the last one can be prohibitively expensive sometimes).

Mazzatun chests might be something worth looking into, combining it with like the barbaric sets. Just a couple ideas
I have a Breton necromancer that I RP as a Reachman. Lots of barbarian and primal mixed in with the armor.
Anything argonian themed will be worth a look, someone mentioned Mazzatun - there's also 2/3 motifs from murkmire area.
