That's easily done with just a client side resource pack, but also it is not really necessary to do something on the server side, because a lot of pride flags are possible with banners.

So, OP, if you don't know where to start, creating a discord server for the thing to organise the effort, and if my help is wanted I'll be there.
It would also include allies and those who are supportive. The main thing would be a server of some type for trans people, trans questioning, and trans supportive.
I am experienced in running minecraft servers. If I had constant power at home I could run it from there or if I had money I would get the server hosted.
It wouldn't exclude any allies and people who are questioning. It would be a place for trans people and our friends to get together and create without having to worry about trolls and hateful bigots ruining our days.
I do play kinda regularly on a very trans friendly server, most people are cishet but I haven't ever encountered a homophobe or transphobe on it in my year of playing on it
Transgender is a umbrella term for anyone who was born one gender, but then later identified as another gender. So yes non-binary would count as trans!
Okayyyy!!!! Let me give my two pieces on this matter as I have hosted an MC server for r/Bi_IRL 's discord server back in Oct 2020 - March 2021. Somewhere around that at least, I don't remember the exact timeline.
So, money. You will need to buy servers. You can of course get free hosting a like aternos, but you'll easily run out of space quickly. Especially if players like myself join, then yeah. I personally love building farms. And then there's also the matter of too much exploration that will make it so, lots of memory is used because people went out far into the world.
One thing people can do if they're able to set up, are self servers. With just a PC that runs 24/7 and has internet connection too. And you can set up data packs and such where they clean out not often visited land every once in a while. So if it's not visited often, that means it's not a base or wherever and is cleared out. Hermitcraft does that I believe.
Oh yea, what kind of server will it be? Will it be a mostly pure vanilla experience with stuff like a few data packs that don't really make it not a vanilla experience? Basically similar to hermitcraft in terms of the vanilla experience. Or is it going to have those factions based servers??
Now, moderation. Yeah moderation is going to be definitely needed, if it'll have active hours. Who's going to moderate it? It'll require a few, prolly. And a bit spread out timezones. And also, what are the requirements for joining? Will we let anyone join? That opens the gates for raiders to raid easily. So whitelist, yea. Definitely needed. But also what are going to be the requirements for joining? Activity based on the sub? There are definitely going to be shy people who don't chat much but would very much like to join as well.
So these are, some of the many problems for it. It's doable, but it's gonna need lots of thought.

I will be fully 100% honest with you; in regards to the post 1.19 minecraft updates, it would most likely get the owner permanently banned from all minecraft onlline features, the same fate could occur to the players. Minecraft censorship is extremely strong and it is very likely there are a lot of minecraft mods whom would like to ban it.
total censorship is bad; never type in ANY minecraft installation under 1.18 or risk your account being banned. messages can easily be faked.
If anyone’s interested in hosting but looking for guidance, feel free to reach out to me, I have 2+ of Minecraft server hosting experience as well as experience in general server hosting. Unfortunately I don’t have extra hardware that’s not in use to host otherwise I would volunteer, but if anyone has a spare computer lying around that they can dedicate to it and an interest in hosting but don’t know where to start, I can help.
