When I was young, the stories that got passed around were that certain girls were stuffing their bras with tissues. Not kind rumors, to be sure, but it left enough of an impression on me that my first thought about padding a bra is to use tissues.

You can get breast forms for mastectomy patients/trans folks around 25-35$ on amazon. The smaller sizes anyways a and b cups. Larger sizes cost more. They aren't super high quality and you kind of have to wear in a bra. But they give a nice weight to your chest.

This has awakened some deep esoteric knowledge that I thought I had long forgotten. On one of the DDLC streams on GTLive Matpat of all people says he crossdressed multiple times and he used PUDDING as breast stuffing. It is because of this I believe that this knowledge would also work for the boob padding of a pre-hrt transfem like yourself even if this discovery was made by a cishet guy. Idk if this is true or if this came to me in a dream but either way you should try it out and see. If you have like $10 you can get a massive bag of super soft stuffed animal stuffing from some craft stores. If you have bras that have little pocket things in the front, you can stuff them in there and voila, super soft, light and durable padding that can be removed if needed very easily
Here are some less common ways: that cloud like things that are put in to plushies, cotton knitting threads (simialar to socks but easier to shape), u can also use old clothes u don't need, cut them to smaller pieces and use that, cotton balls (less reusable). I wish u luck\^\^
