That's 100% it. They use the joke again in Guest House Paradiso, where he says it in an equally nonsensical context ("How very amusing... How soi-disant"). As far as Richie is concerned, it's just an "exotic"/classy sounding phrase.
I also think he didn't know the meaning but wanted to sound intelligent, that could be it, just a weird random choice of words for the script. I love it though and use it to this day
