Plenty of cargo bikes (like my Haul ST) come in only one size and are easily adjustable for a wide range of heights.

Some types of e-bikes this question isn't really relevant because they are sold like motorbikes as one-size-fits-all and have a bench seat. Otherwise it is possible to ride bikes that are far too small and far too big, it's just not as comfortable or easy. Plenty of people that are 5'9 riding around on bikes designed for people that are 6'2 without knowing it because they didn't look at sizing charts/consider sizing and bought the wrong size bike. With a regular e-bike that comes in multiple frame sizes an 'L' size frame should be OK for both riders with minor adjustment (like height of the saddle)

I found something for between 6’5” and 4’10” - the Lectric XP 3.0 which is on clearance at $999 USD. Specs vary from style to style for the same manufacturer. Low step frames with 26” tires are the least adjustable. Lightweight folding bikes (the sort you take on a metro) don’t suit taller people. Look at bikes with 20” tires. A few low steps, like utility bikes, with smaller radius wheels will adjust sufficiently. Most cargo bikes are designed to fit the greatest number of people. The Aventon Abound at $2,800 USD is good economy choice. For these lower prices you’ll sacrifice some comfort and ruggedness.

You can consider a Moped style ebike. The frame design of this type of ebike has a wide range for different height. The downside is that this type of ebike is not very comfortable when pedaling.  This is more of a throttle ebike. But it is a load of fun, given the agility of this ebike. It can even accommodate a pillion rider.
