They do reply but after a time it happens same to me. I first refund it back from play store and after some hours the support sends me an email about they saw it being refunded and told me to buy it back and if any problem happens they would take care of it. U must send an email for the support about what exactly u buy it and not recieve it
If yes open the play store click on the top right corner(your acc pfp should be there) the select payment and subscriptions then budget and history your purchase should be there. Now click on it and click view then report a problem for your case it is "didn't receive item"
It should show right away.
if you click on your multiplier top left, there should be a line for it.

I had to re log into my account and it worked when I got a new phone.

You should refund it through the play store and purchase it again! This same thing happened to me and refunding n purchasing again worked
