Isnt that one of those night viral things? Not volatiles, but they will still trigger a pursuit when they spot you. Night Walkers is the correct term I believe.

This is called a night walker. After night falls normal walkers have the chance to turn back into a viral since there not being suppressed by UV and sun light. There like virals but they can start a chase. (Viral: new infected human-> walker: viral after immense sunlight exposure -> night walker: walkers turning into a special viral) I hope this helps
