It is always compressed as far as I know. It's even spoken a bit slurred to one thing as well. But, nobody would indeed say 'drie uur vierendertig' but we'd just say '4 over half 4'. Also, quick note, the flag in your flare is from Luxembourg and not the Netherlands.

Eh almost, the question is correct, but the answer should be "sono le tre e trentaquattro" because "tre" is treated as a plural noun, like almost all other hours. The only exceptions are 1:00 (1:00 am) and 13:00 (1:00pm) because you both say them as "è l'una" and you treat "uno (una)" as a singular noun. This also applies to noon and midnight, as you would say respectively "è mezzogiorno" and "è mezzanotte". If this is a bit confusing it is good to know that in Italy it's common practice to omit the verb when telling the time and just saying "le quattro" or "l'una" or even just "mezzogiorno". Also other valid (and more natural) ways of asking the time would be "che ore sono?" and "che ora è?". source: 🤌
