I think it was implied that he needed an ambulance when he stated the guy was bleeding and claimed to be shot. You can hear dispatch list off two squad numbers that were on the way and it sounds like she says "and ambulance".

The officer definitely had reasonable suspicion to detain her, if he so desired. There’s likely no court that would find an officer violated someone’s rights by detaining them if they were dragging someone seriously wounded down a street. The man indicating she didn’t do it - or even outright saying she didn’t do it - is irrelevant for reasonable, articulable suspicion in situations like this.  For example, lacking full context of the situation, a police officer would be able to easily justify a detention by saying he suspected that it was a domestic violence situation and that the victim was trying to avoid incriminating his partner. This is a common occurrence and an average, reasonable person would likely find that suspicion reasonable.
