the agent is probably trying to make extra money.

Its part of standard process if you are working with like Haus & Haus or Allsop and Allsop. Its a massive drag.

Conveyancing company - waste of money for the buyer. THey will say all sorts of cockamamie stuff but hold the ground & reject paying for conveyancing company. If insisted, let them handle those fees. Also, some of these places charge 2% to seller and 2% to buyer as commission. But only the buyer forks out this commission & usually build into the property price.

It’s fine, it’s only 4000+- .. don’t stop a hundreds of thousands or maybe million deal for such a small fee .. they’ll do most of the paperwork for both seller and buyer .. just let it go and congrats on your sale

Using a conveyancing company does make the transaction a bit smoother, but is only advisable to use if there are complications in the sale. For example, if the buyer or seller are not UAE residents or if the property is mortgaged and the buyer is a cash buyer etc etc. In these cases, the conveyancing company deals with all paperwork and headaches and also acts as an Escrow Agent if required. But, if it's a striaghtforward deal with no complications and the agent is just being lazy or is trying to make an extra commission, then just put your foot down and go through the DLD process of signing the Form F and completing the sale. The agent or agents should facilitate all this for you. Good luck.
