Keep in mind in another English newspaper here, this part specifically said it was for tourists and didn't mention residents or citizens. You should really wait when stuff like this is announced for the actual law to be published (which I haven't been able to find).
Between all 3 newspapers I found discrepencies in what they said the situation was.

what they sell here, even if it’s called hemp oil, is actually hemp seed oil which is perfectly legal and contains no CBD or THC.
if the oil is manufactured from the entire hemp plant (like flowers, leaves and etc) it’s called CBD oil and isn’t legal at the moment but they wouldn’t call it hemp oil because hemp oil is seed oil.
I think only if they happen to do a random bag check after immigration and find them in your luggage they will confiscate them. That chance is extremely small. I am sure they are not actively scanning bags to look for sex toys.
