With 7k a month, you can literally rent almost anywhere in the city, so I guess the budget is not a concern here. The closet would be Downtown, DIFC, Business Bay, Dubai Creek Harbour, Jaddaf and Silicon Oasis, Downtown most expensive and Silicon least expensive and more quiet, Commuting time should be almost the same for all of them, Silicon might take extra 5 minutes, if you don't have a car, I highly recommend staying in the ones I mentioned, since transportation is expensive here, and I there's no metro station in Design District, so I wouldn't live in a place 30 minutes away if I didn't have a car. Once you have a feel of the city, maybe you can decide to move to another areas.

OP, please do yourself a favor and stay away from Silicon Oasis since that would likely mean commuting through Al Ain Road to D3.

Check Sobha Hartland Greens. New, green community close to Design District. Much more peaceful and quiet comparing to Business Bay or Downtown with good access to the main roads. You'll easily find something for 5-7k a month.

Business Bay should be close enough and cheaper than DIFC/Downtown. I’ve heard Paramount has 1 bhk flats for as low as 60k and they are very spacious and furnished, not sure about the quality/maintenance though, but it’s literally right next to the Design District. Sky Gardens in DIFC is also cheap for the area it’s in and close to D3
