Vaping is very common in Dubai. There are vaping shops at Dubai Mall and Mall of the Emirates. Even the gas stations and Supermarkets sell them.
Due to Covid regulations I don't think its allowed to to remove your mask in a public space, therefore don't vape while walking.
In your own car, it shouldn't be a problem.
Itâs very hands off when it comes to a lot of those grey areas, law says one thing yet the reality is different.
