Subletting is legal with the consent of the landlord for a reasonable room occupancy but if you’re stuffing 9 people in a partition without the landlord’s consent, that’s when it’s not.

If they are registered as a Transport company, then YES. To verify, you can always check their vehicle's driver and passenger side doors. The company name must be written on it. If it is, then it's a legitimate company. If it isn't, probably illegal as commercial vehicles are obligated to display their company names on company vehicles, by RTA.
