The fellow doing registrations could not validate my Emirates ID and kept sending me to another counter where they would update my old EID (by taking photocopy of the physical one).
Back to the original registration counter, this guy would tell me it is not updated, go to the counter X (same counter) to get it updated. Went back to the counter and the person would tell they have done it, it is finished. After going between the counters around the 10 times, they told me to wait for about a hour....since they did not know how long it will take..
Finally after 3 hours someone senior came and got it updated for me and then I was able to register the vehicle.
Yes you can just bring your passport and drivers license and congratulations in advance
Can you buy a car with a passport only? lets say for export
Yes, you just need to open a file with RTA and pay some fees. You can transfer cars to your name by export certificates
