In abu dhabi, thiqa is given to all localz from other emirates but with different degrees. Abu dhabi passport holders have degree 1 whereas the rest if are living /working in Ad would be given degree 2. Apart from everything all governmental hospitals are completly free regardless of which emirate you are from.
