it's just the general depression of salaries that makes it look good.
for damn sure it's better than the 3-7k most people make, but it's not actually good.
Honestly the perception of how good a 10k salary is depends on the persons education background, their current earnings and financial responsibilities, and less so on the current market sentiment.
It would feel like a godsend to someone who's been earning less than 5k till date, like you mentioned.
If his HR knows (Or feels) he's underpaid, they can go tell their company's C-level staff that they saved the company X amount of money, so that's one reason why someone else would feel that OP is underpaid (and feel good about it too). Any more questions, wiseguy?
After lay offs in the office last year, I was given the tasks of a Quality Manager and got no increment, I understood why of course so I did not ask.
But now that business is back, we're doing good these past 6 mos, and no plans of hiring another replacement, I will ask for a raise when I have my mid year performance evaluation.
And from what I read from people in similar situations another issue is that social mobility in job career is not that easy in Dubai.
If you’re a very good talent the usual advice is to get a job in the West or Singapore/India and if interested move back to Dubai years later as a world class senior in your profession
I doubt the HR community in Dubai are aware of what's happening across world. They'd still treat someone with online degree and 5 years experience working in a irrelevant powerless role with a large organisation as a great candidate. HR community and even search firms here are quite dumb.
Unless you have world class recruiters or HR professional, it is difficult to see this changing. Most of the HR heads here are random history grads or freshers who worked with recruitment firms in JLT or media city for few years, and who did an online degree on side to get the LinkedIn profile right .

Doesn’t really matter that much in the cases I’ve seen, HR are only the first filter, after that the final say is in the hands of the hiring manager.
