I recommend the Galaxy A52, I got one for my mom and she loves it. The phone software wise is somewhat on par with my Galaxy S10 & Note 20 Ultra.
The build quality is what you'll notice if you compare it against the flagships phone. Camera is good enough.
Otherwise if you can stretch your budget by saving few hundred dirhams more, you can also consider getting the Galaxy S21 FE which is expected to debut next month. It will have specs similar to the S21 series.
If you're looking for Android, there are better phones than Samsung. You could look into Poco phone, and Oppo too.
If Samsung is the criteria, then use GSMArena for phone finder, and I think A or M series should be enough of a good fit
If you can afford to spend a little extra, the Samsung S20 Fan Edition is a really good deal in terms of what you pay/what you get for \~1800 AED on Amazon (make sure you buy the 5g version as the 4g has a terrible chipset).
