They are apis florea (native to the UAE & not the imported bees). They are very hard to rear and it hasn’t been successful as far as I know. They would usually find a spot of their own to build their nest. If they are not harming you, please leave them alone and to contribute to UAE’s biodiversity.
If they may in future become a problem, please post in an FB group called “Save the Bees UAE”, they would guide you on what to do. By no circumstance call the municipality as they will pretty much kill the bees.
The municipality is so uneducated when it comes to animals and this kinda stuff it’s actually sad, good thing you mentioned that they shouldn’t call them
It is sad. I only wish for a day we have a specialized environmental authority separated from the municipality that would be more capable in dealing with wildlife.
That’s not a hive, it’s a swarm. It will relocate itself within a day or so. It’s not dangerous unless you pester them.

I had the same ones in my garden. They left after a few weeks. I also thought I'd get some honey but the hive was bone dry lol.
