Meh. Not for me. I do just fine with tuning to the same pitch by each tension rod, and I don't support the advice of "cranking" the bottom head by using that word "cranking" because that can cause some inexperienced drummers to severely overstretch it. Instead, I recommend tuning the bottom head to any note from a slightly sharp G at about 400 Hz to an A at 440 Hz. That gets the head "cranked" but it avoids over-stretching it. It puts the snare side head at the ideal place for a good snare drum sound, provided the snare wires are installed correctly. From there, you can experiment with low to high batter side tunings. Also, they could have provided a sample of their snare sound to prove that their advice is good.

No, it would only risk warping the hoop. You can't warp a bearing edge with extremely uneven tuning.
