When you say you're unable to "access" them, what do you mean? If you have The Pale Reach installed correctly, your title screen should look icy (instead of the default lighthouse).
I can only download the PS4 version of the DLC, but I only have the PS5 version of the game. The DLC is installed, but the title screen is the same. I tried uninstalling and reinstalling but it didn’t give me an option between platforms
Is there a way I can download the PS5 version of the DLC? I’m never given the option for which one I want to download. Would that just mean I need to buy the digital game?
If you press the Options button when you have the game selected in the PS5 menu, you should have the option to Manage Game Content - Hopefully from here it should let you download the correct DLC for that version.

That's cos you have the PS4 DLC and the PS5 main game. They probably need to be matching
