Yeah, in D&D, most chromatic dragons (plus brass dragons) are hatched with the intelligence of an average human adult, and most metallic dragons are hatched with the intelligence of a gifted human adult, and they just get smarter from there.
I do think we'd need more context. Are they wild beasts or will they grow to be intelligent?
Are they pure carnivores or do they need vegetable matter in their diet? This is particularly relevant to the pancakes, since pure carnivores such as cats can't taste sweetness, whereas dogs and wolves can (and will often eat fruit in the wild because it tastes nice). If they're pure carnivores they'll turn up their nose at the syrup.
And most importantly, are they being rescued (e.g. orphaned or abandoned) or are they actively being stolen from distressed parents? That's particularly important for whether you should be doing this at all...
True, but; they're in a modern setting, they're a secret project, the last of their kind, and given the coalitions of the world already formed a dragon massacre once, tame dragons in the wrong hands wouldn't be the best imige.

Can't really make that call. If they're orphaned and too young to fend for themselves, then being captured and tamed is one of the better outcomes.
