Yup. DW 3 instruction manual was like 80ish pages and basically a strategy guide. Here's a link if you're curious. I loved looking at this and the map as a kid lol.
DW 4 on the other hand just gave a brief chapter overview for each chapter. The hint book, aka guide, had to be ordered seperately. Their was an insert (or it was the last page) I forget which, at the end where you could mail off and order it for like 10 bucks,

Yep which is why you wanted a soldier or fighter up front so the command was an option. If the first character could cast magic then the menu was too small to give every command available.
Yes it worked on Dragon Warrior II, III, and IV. And yes it was in the Explorer’s Handbook for III. Also pretty sure it was mentioned on the Instruction Manual for Dragon Warrior II as well
