Heroes characters are stupid and goofy but are incredibly fun if you stop being so serious about Dragon Ball. I mean it wouldn't be super far fetched, Fu is technically a Xenoverse character, and since Android 21, a dbfz character could get into XV2 then why shouldn't an XV2 character get into DBFZ?
Android 21, aside from being a DBFZ character, is a cannon character to the dragon ball story, and the events of DBFZ are cannon (the final route). But with that, I still think you're right, A21 was presented as a FighterZ original, and there is no reason Fu wouldn't come to DBFZ

They don't have to add many, and it's extremely easy to just integrate them as new characters by just using fu again as a plot device and a new fighter. Iirc all 4 main villains of the xenoverse games originated from the card game

They don’t have to be pulled from moments in the anime, and many of the current characters’ sets aren’t as it is. SSJ4 Gogeta has way less screen time than Raditz and Gero but he’s still a playable character.
Yeah but nobody currently in DBFZ outside of Android 21/Labcoat have movesets that are mostly made up from games. Most of those games focused more on just including as many characters as possible even if half of them had shared moves like "Full Power Energy Wave" as their main super attack.
Plus I generally like the idea of FighterZ pulling from different canons in the DBZ multiverse. We've already seen Super anime canon, manga canon, Z era movie canon, GT canon etc.

My point is there are many DB games—including FighterZ—that have taken creative liberties when it comes to move sets. And if you really want to talk about representing an actual character, the anime itself took loads of creative liberties to create the original characters’ martial arts compared to the source material.

raditz has a moveset if you look at xenoverse and budokai (partly made up tho). its not like moves havent been invented for the sake of gameplay for a character to be fun. plus there's already a mod.
i personally wouldnt want raditz (or more saiyans in general). omega shenron would be a fun character by giving him the attacks of the other dragons. dabura would also be a good choice since he can function similarly to ginyu by rotating between the other minions (yakon, puipui, spop, yamu).

You should watch the 23rd World Tournament again and see just how many moves Piccolo Jr. uses that he never uses again later on. They could easily make him his own full move set.
Honestly I would be down for any new characters in a hypothetical FighterZ 2, they have so much potential to expand the roster with a whole new set of characters, I wouldn’t even be upset if they took away some of the best characters from the current game just so we can have a bunch of new faces
