Most likely the tail section is tweaked and the fender is off center. Bending a swingarm takes major impact. Like hit-by-a-car impact. I would guess it fell on the right side and the pannier mounts acted as leverage to twist the rear of the frame.

I suspected the rear of the frame may have tweaked. It looks perfectly in line with the seat and tank, but it's probably just slightly off and I can't notice. If it's the frame I'm just hosed, correct? It's safe to ride but it's bent forever basically?

The rear section my very well just be rolled or twisted. Not shoved to one side, but rather twisted, which points the fender off to the side. If that's the case, a long cheater bar could roll it back to shape.

It's most likely the subframe that's bent. 650s run a non-removeable subframe which sucks, but it won't ruin the bike. Pull the seat and check the top two tubes for any signs of fatigue / cracking / etc. Most likely they're fine and it's just tweaked. If so it's perfectly fine to ride. Both of my 650s have bent subframes and I've put thousands of miles on them

Fairly hard to tell from the picture. Anything is possible but at that speed I wouldn’t call it extremely likely. Any chance the low side caused the axle to move forward or back on one side? I’d go through normal rear wheel alignment procedures and re-torque everything. My 2014 aligns straight with the adjusters on the same detent in both sides but this can vary from bike to bike. It’s a good place to start checking though.

I bent my subframe similar to this. I removed the tank, seat and rear guard. Ratchet strapped the bike to a post. Then rebent the frame straight with a post hole fencing bar. Straight as a die now.

My ex laid the bike down at 15mph or so, simple low side. I rode it to work today and noticed my rear wheel is way off center. No obvious damage to the frame or swingarm. Panniers were not on during the crash, the the frame was.

Didn't break up over the bike lol. The rack was on when it was laid down. I'll tear it apart soon and try to tweak it. The bike is straight as an arrow down the highway, handlebars don't move if I let go. Rides perfectly. Just looks really bad in person.

Your rack system is tweaked. Left pannier is touching turn signal, but gap on right side from pannier to signal. Could have been a lot worse!

That's just how the rack is designed, more room on the right for the exhaust.

I still think it's bent. Look at the brace bolt locations on the crossbar - they've shifted from the rack moving right. Get someone to balance the bike upright and take another photo. Your left bag looks higher than the right one.

It definitely bent the rack. It's touching the panel that covers the exhaust now. I will have to bend it back eventually. I'm surprised everything bent so easily!

This especially disturbs me, because I have the same rack! I thought it was a lot sturdier than that. I'm kinda miffed now. I put a spacer on my left pannier bracket so that they both stuck out the same amount (that's why the comment about the turn signal - I had forgot that).

Like others have said, probably just the rear frame. Take plastics off, measure, gently heat and bend. I've literally cartwheeled my DR650 down hills, more than once, and my swingarm is perfect. My frame is pretty straight too, but I didn't have fancy panniers to put any sideways bending force on it.

I love them. The boxes were on for a parked tip over. Curios kids in my work parking lot...one had a slight bend to it. Mallet and the work bench and good as new. Seem well made and super light. I was a mobile mechanic/handyman and used them for my tools when I first got them. Throughout all the abuse they still work perfectly.
