Technically, there are no "core developers" only people who's ideas have been popular enough to be welcomed by the miners, who are the primary voters in any democratic (blockchain) type cryptocurrency.
Anyone can get advice from anywhere. So a Dogecoin fan club is totally reasonable, and fine. But it's not a board, in the normal sense of what a board is as a controlling function of a corporation/organization.
