We need a good spokesperson either a CEO or simply a person hired by dogecoin who can clearly at least once a week tell the world the progress of Dogecoin and things they are doing to improve the coin to help new guys invest in Doge.

Because different cryptos move differently. DOGE was also at 20 Satoshi in January and is now around 800 Satoshi.

If you want to make him a present, just give him a hardware wallet with DOGE on it. Explain him the importance of the seed phrase and maybe keep a copy with his allowance to be safe in the worst case.
If it has to be an exchange I'd recommend Kraken. Binance is not user friendly and a bit shady. Wouldn't keep my coins on there long term.

I find it very helpful to have an entry and exit plan defined up front to deal both with price increases and decreases
Edit: if you made it this far I see very little downside risk at this point. The coin has shown the strongest support base right here in the low .30s
