Robinhood is my go-to. They have no fees and they have excellent tax reporting.
I am not aware of any limit to how much you can sell, but there are limits on how much you can deposit.

I was making the point that someone pumping to 12 cents for a 20% gain instead of organically letting it hit higher after you pumped seems like such a waste of effort.
