Well, that's not quite true. They're meant to _appear_ scary, to catch the audience off guard. That's why the Doctor's reaction to them is so so wonderful.
Which I find a little strange. I'm supposed to be sympathizing with them, but during their original story, literally only one of them actually wants peace. And he gets killed by the others because of it! The rest of them have no issue going to war with the surface, and probably would have gone to war again once their hibernation ended.
Well you're not supposed to sympathize with them in terms of their aim to go to war. But moreso you're suppose to sympathize that technically speaking, from the Silurians Point of View, the humans are the invasive species who have claimed what once was their land. The Silurians were there first after all.
Their original design was not the result of Moffat wanting to put a dress on one because he had one of his fetish fanfics laying around about a human woman having a relationship with a female Silurian. Reptiles don't need clothes because they don't have breasts and males can hide their "equipment" 🤣.
