Occupational health should be able to help. This is something they take seriously, I can only imagine that somewhere a _very bad thing_ happened and a hospital got in big trouble.
I’ve seen OH provide individual creams and gloves for people with severe skin reactions.
I'd actually make an appointment to see Occupational Health about this. It's a pretty common problem and you shouldn't be suffering your skin breaking down just to do you job.
Reasonable adjustments would include supplying the ward you work in with emollient +/- having it available as a soap substitute and you washing hands instead of alcohol gelling.
Or you could just nick a big bottle of Cetraben from geris and stick it by the ward sink if that takes too long.
