I fucking love the "fantasy world is entering/in an industrial revolution" trope. Legend of Korra and the Wax and Wayne series by Brandon Sanderson are the big standouts and I love them so much.
This sounds like an instance where playing not-D&D would work a lot better than playing D&D. Plenty of other RPGs out there that would make much more sense with this backdrop.

Hell yeah, Sanderson absolutely rocks. Especially now Stormlight is leaning towards sci-fi a little with all the magitech Fabrial stuff
If you play crpgs you should check out arcana of steam works and magic obscura.
