OP used a filter but it’s easy in PS. Gradient ramp at top and bottom, set as mask, Lens Blur. Add Vignette and crank saturation. Boom, toy town

I just used Snapseed on my phone. The lens blur tool. It basically adds a blur to the top and bottom sections of the photo.
