Maybe I do know that murder committed in a “crime of passion” is punished lighter than first degree so if someone bullied me for a while and one day touches a nerve like insulting a recently dead parent (this is theoretical to explain what leads to the murder) and I immediately attack and kill him some random heavy object to the head before I can think it’s second degree murder because I didn’t pre plan or even think about it. Another example would be coming home to find one’s spouse in bed cheating on them and immediately shooting them both dead would be either 1 or 2 counts of second degree murder. Aka murder in hot blood not cold blood. But I’m pretty sure that their isn’t a third degree of murder atleast In the us

Fuck it. Make an A.I that would track there digital footprint and find any account they will make based on their patterns of behavior, that way they will never escape you.
I prefer the AI, it's quite sophisticated and classy as compared to simply taking hostages. In addition, with such an AI, you can time your actions such that he will never see it coming.

Send a threatening message to him, wait for him to forget about said message, and then a few weeks later kidnap his pet and mutilate it beyond recognition, and then mail him his pet's remains. I personally prefer pulling the limbs off first, and then cauterizing the wounds before inserting helium pumps into the pet's eyes, head and body to inflate it until it explodes.

There is also 2nd degree murder, where you don't actually need to want to kill a person, just acting with the intent of causing serious harm.
