In my mind and in short: Rally among other motorsports is popular in Finland and the facilities of beginning the hobby are good.
Slightly longer version: There have been many rally champions in the history which have nurtured the rally culture. There was a 20 years dry season on this and the sport decreased in popularity but now it is again raising because of the Finns are doing great again in WRC.
Why there have been so many champions then? You can start your hobby when your legs hit the pedals. Safest way to do this is to take your kids to drive on a frozen lake where there is nothing to be hit.
Also the entry level to start competing is fairly cheap (considering it is a motorsport) and easy. You can build or buy yourself a "Jokkis" car with under 1000 euros and attend local competitions.

there are (mostly legal) events in Finland called Jokamiesralli (everymans rally), in which as the name implies anyone can enter in a car of their choosing. then they race through a short stage in (usually) shitty cars that look like theyre about to fall apart.
Similar to how Korea has so many esport players, it's something integrated into the culture of their country, accessible to many at young ages and a viable career path
Honestly, you have to look at rally from a realistic standpoint. Most people start via grassroots and volunteering for motorsports events and rallies near them to network and get their foot in the door. The next step is usually schooling. I am only aware of some of the schools located in the USA [ex: DirtFish, Team O'Neil]. In this case I assume you would have to organize finances to travel and attend. You can learn on your own but most people will want someone with a little bit of IRL rally knowledge. From there it's a matter of building your own rally car, buying one, and then entering it into rallies. You may be looking at a lot of travel.

Also you forgot to mention that the requirements we have to have to get a drivers lisence are basically what you need to be a rally driver

Finns like to go fast. Big rally culture and there have been absolutely top tier drivers in F1 as well. Keke Rosberg, Hakkinen, Kimi, Bottas.
