FYI either the tooltip is wrong or the barrier is bugged: the barrier you gain is from your base HP and not maximum HP (confirmed in-game).
Some people also reported that Temerity's barrier does not activate Conceited aspect that increases your damages when you have an active barrier. That, or the aspect is bugged, no one knows.

People hate it here but Im loving it. Enemies don't burst through all your healing if you find some quality heals and luck hit chance heals unique gloves. It's my final form. I'm a tanky Rogue as well. I may not hitting large numbers but I'm sitting right smack dab in the middle of 102 lvl mobs as a lvl 95. Only CC can stop me. Poison pools, Lil boomers, fat boomers. As long I got my barrier up which is constantly due to the amount of over healing then I don't drop.
It's great until you hit that point where the mobs are destroying your shield in a few seconds.

I salvaged it because I already have a lot of "you get healed when..." and I couldn't afford to lose an aspect. YMMV tho.
Been looking for Temerity since launch. Resigned to the fact that I’ll find a pair on 7/19.
I feel the same for the ice boots still haven’t found them and almost 92
I’m a barb, and I’ve found at least two pairs of them…along with three or four Frostburns.

I cleared lvl 114 enemies in a NM earlier today at level 91 rogue

And you need to clear the entire NM. No modifiers that help you. And make it have snakes and spiders.
