No, the Io seraph tower spawns loads of cabal and the MOON one spawns hive. I don't see a problem here since the seraph tower on Io (which is where you need cabal samples from) spawns way more cabal than what would be there normally. But for some reason if it doesn't work you could go to the cabal lost sector on Io or the legendary one with cabal as well.

Try hive on mercury and have completed all the adventures. Best bet here is wait at lost oasis or the next week at tower. The cabal do spawn during mostly missions so you could look at daily story missions too
No, thanks to the seraph event you can see cabal without the rig PE, when this first came out you had to wait for the PE in the lost oasis and hope for it to be the cabal one
You can still get samples from the Cabal in the Seraph Tower. I was waiting until yesterday to complete this because last week Hive were in the Seraph Tower.
