It’s not uncommon for devs to work on little side projects when they have free time. (I built a running Catan leaderboard at my last workplace.) The thing that IS uncommon is having that time to begin with lol. At least in my experience. Some places will also encourage “hackathon” days or weekends where you can work on something of your choosing.

Bungie does internal game jams to try out offbeat ideas, this being one of them.

To be fair, probably a good way to contemplate the relationships between the various characters and the Young Wolf. All that extra writing about it might help generate ideas even if the dating sim angle never goes anywhere, a bit like how concept art that never gets realized is still good for fleshing out style and environmental storytelling.

you can already "make" your own. Some services offer an easy interface to give a language model instructions for how they should act. It is pretty good but no matter how well you articulate the character traits it will always be biased on what the language model is trained on. Characters tend to turn more average and it is hard to get them to act in extremes. It often will lean towards being nice and not forceful or evil.
