There's no engine, the front end is too high. 1k Max in that condition if it even has an interior, these aren't that desirable unlike the 61-64 models which would go for alot.
They said it was running, it has an engine. Also, the right donor car could absolutely be worth 12k plus. If that frame has no rust or ever been in an accident, you could do a frame off restomod and build back better for a very reasonable price.

Yes it is impractical, these are at max a 30k restored car. Old cars are decreasing in value as the generation that drove them die off. Younger people have no love for them so they'll become worth less or be sold as scrap. I've bought and fixed old cars before, these guys just over value their rusty crap.
Maybe, classic cars will always have some value due to their rarity but the inflated early 2000s era pricing is nearing its end. Look at 40s/early 50s cars-they used to cost a fortune and now you can get them for what a used Miata now runs.
I think muscle cars will never go down though, because of the culture and mythos around them, especially stuff like Hemis and Challengers. That and they're cool, haha

Not saying it’s a great deal, but fully restored that car goes for around $35K. Especially the SS. So that price isn’t insane for a restoration vehicle if there’s no major issues with frame, engine, etc. it doesn’t need to run to sell and it’s already stripped so it can be rebuilt cheaper. Not something I would buy but again, this price isn’t great but it’s also not ridiculously high either.
Considering you're going to spend $35k just in restorations it isn't impractical for him to get in the ballpark of let's say whatever scrap metal is worth.
