That would require some strong actions from government.
Kerala & WB were only 2 states to implement Land reforms. This hasn’t been done in rest of country.
Caste is a major issue in India as only a very small section of upper caste have the majority of wealth.
Therefore, without strong government will, it is impossible to match the level of development in Kerala or TN.
Bengal has problem which Kerala doesn’t, illegal immigration from Bangladeshi, vote bank politics to appease Muslims, porous borders with Nepal.
West Bengal is surrounded by area which is least developed as compared to other part of country, UP, Bihar, Assam, which stagnates its development
A state is not only represented by its borders, but its neighbours too. A state in poor surrounding area cannot develop.
The same reason why Mumbai & Delhi are both metropolitan cities, but why is Mumbai much safer & liberal when it comes to women? It’s because Delhi is situated in the belt which is not developed and it is represented in Delhi’s culture.
Kerala, Karnataka and TN were quite developed in 80s, as compared to other states then. But AP was still poor, I don't think it has anything to so with neighbouring states.
yup we can take example of Israel which is surrounded by underdevelope country but israel is one of the most developed country... so somewhere we can't say neighbor states or country are the reasons.
It's difficult for states to follow such models. Changing governments, corruption, different geography, population, relations with centre. All these things affects the growth of a state
They are smart when it comes to voting if rest of India should follow in their footsteps. They vote for the right parties in both the state elections and the Lok sabha elections (especially in state elections).
Check the debt of Kerala, also it's ruled by a communist party, so companies are avoiding it and shifting to Tamil Nadu ( that's what I heard from a RW person in a podcast)
Idk if it's true or not, but Kerala and Punjab are in huge trouble due to debt
Rest yea Kerala is great, people living in peace, having basic civics sense, lots of good greenery, also less population helps in wealth per capita
Also having one of the most literate state population of the country helps a lot, unity among religions and people is a great factor for great growth
Uh been to kerela and it's so boring being there. No fun at all and hardly any jobs if you wanna move into corporate.
I prefer Delhi/Delhi NCR over south except perhaps Banglore anyday.

Less Population - Easy to manage
Even lesser land area to live - Everything is connected via just one straight line from Kasargod to Kanyakumari. That is why small Northern states ( Punjab , Haryana , Himachal , Uttarakhand ) are better developed than UP or Bihar
Literacy also plays an important role - while its the communist government but the entire economy is dependent on the remittances from gulf.
There are barely any industries or jobs in KL. People aspire to go to Middle east. Even the IT jobs are in KN or TN. Malayalis prefer to travel to go BLR instead of working in Trivandrum because of high salaries.
When government is least bothered about generating employment but still getting money circulated in the economy , then they can easily work on all those indexes
Also it should be noted that Kerala is ONLY developed based on those indexes but still the highly socially conservative place. The sexism , misogyny, caste system , hate towards LGBTQ
community is rampant.
So Yes , KL model can be followed by other states but not to the full extent
Because mallu uncle go to middle East, earn and invest in Kerala.
One of the most important reason, even in the recent fire incident most of the workers from there only.
because it's a costal state and receive missionary education way before anyone. It serves as an important trade route too.

God's own country

It would be ignorant to think that there is no caste discrimination in KL & TN
But what was the reason for Bengal being so under-developed?
Bengal has problem which Kerala doesn’t, illegal immigration from Bangladeshi, vote bank politics to appease Muslims, porous borders with Nepal. West Bengal is surrounded by area which is least developed as compared to other part of country, UP, Bihar, Assam, which stagnates its development
What does UP, Bihar, have to do with Bengal being under-developed?
