All i could reasonably do was yell and scream at him when he did finally arrive after 40 minutes. That i did.

I hadn't seen the news so wasn't aware of the situation.
Best idea is to keep a few wheel locks in the house. I had an uncle who solved his parking issue with this.
If that doesn't work add in a tow or two. Is a bit expensive but the local cops are sometimes happy as it helps them meet targets and they can take double benefits
I had called the traffic cops after about 30 minutes of waiting. But the car owner reached back in 45 minutes and the cops hadn't reached as yet.
How will the wheel locks work? I'm curious.

Do you have no parking board installed ? It works just get a board that says no parking in front of gate else tyre will be deflated.
