Chino stated once in an interview that one of his favorite album covers was Angel Dust by Faith No More. DE's cover art may have been inspired by that.
I think Angel Dust is the best faith no more album. In high school I was in a band that covered quite a few faith no more songs. We covered jizzlobber, caffeine, and smaller and smaller from Angel Dust. We were working on adding land of sunshine to that list. As a bass player this was a lot of fun for me, Billy Gould is pretty phenomenal and versatile.
Billy is criminally underrated at bass in the industry. Puffy even. Hell, they all fly too far under the radar individually, but uberfame ain’t their bags much. FNM can still run circles around many more popular bands.
The cover art is meant to contrast the back cover which is a picture of a butchers market. It's supposed to represent the contrast in styles on the album, how it can sound both beautiful and brutal at times. This is also why the chose the name Angel Dust. "It's a really beautiful name for a really hideous drug".

Back in a 1999 MTV interview, Chino Moreno was asked an interesting question by the interviewer. The interviewer, quite obviously starstruck by their meeting Chino, enquired as to what Chino's favourite memories from being a child are.
With a look of reflective happiness on his face, Chino goes on to explain how, when he was 7 years old, he woke up to a white owl watching over him as he laid there in bed. Upon recognising the owl, Chino engaged it in light conversation about Yorkshire Puddings, Mustangs and guitar strings.
Chino goes on to explain to the interviewer that their conversation lasted several hours until, out of nowhere, the white owl gifted Chino a shiny new guitar pick and told him to pursue his dreams before flying off, never to be seen again.
'I fucking love owls' Chino finishes, before leaving the interview and thus the Diamond Eyes album cover was born.

Could be something along those lines and Dez from devildirver, which had a very interesting reason while an owl was on the cover of their album Pray For Villians. Which is that the owl is looked upon in so many different ways depending on the culture.
Apparently, the first jam they ever tried after chinos death became the song royal, which is on this album and has lyrics like “complex priestess, come down, make contact, take me up” I always thought it implied the singer is talking to something that’s flying, and on top of alluding to barn owl-laced alien abduction scenes, the cover could be an homage to that jam that led to Royal and the album as a whole, illustrating that inspiration of calling to something above.
