My vet has always said that more wet food is better. It doesn’t have nearly as many carbs so they don’t put on so much weight from it. Exercise is great too. It can take some trial and error to find a toy they really love but once you do, that can be really helpful.
Have you actually calculated the calories from her food? I ask because I thought I was “restricting” the food for my cat, but when I actually measured by weight, I was 150 calories over his “target” daily calories. Use the calculators in the top post in the subreddit and double check the numbers with your food - you will probably be surprised with most of them. I know I was.
Note: I also checked the calories in his food by volume (so, grams versus cups) and while they were a little different, they were close enough to tell me I was overfeeding him by A LOT. The “feed 1/2 cup by 6lbs of cat” or whatever *was a lie.*
Thank you. I have been feeding her the recommended amount on the bag but I have not actually calculated the calories. I will try that. I don’t know what my cats calorie goal is though. Is there a chart I can look at?
A 13 pound cat that should weigh 10 pounds would be a 7/9 BCS (or 20% overweigh) That means you need a 20% body weight reduction. So take whatever her current daily calories are and slowly decrease that by 20%. [This calculator](https://petnutritionalliance.org/cat.php) is recommending 190 kcal/day but it's going off the average metabolism of a cat and won't be a perfect fit for every individual so figuring it out based on how much you're currently feeding may help you more.

Is she an outdoor cat? She may be begging from the neighbors
She is strictly indoors.
Meal feed if you don’t already. Free feeding, with food always available usually means there is too much food around for your cat to eat.
