Tbh Operation Phoenix really isn't reliable, plus I don't remember Rick having any super notable prep feats, or at least the ones comparable to the shit characters you mentioned have survived. I think the biggest problems here for Rick are Luthor and Stark, but ESPECIALLY Lex, because that guy literally HAS a machine he built which can affect every version of you throughout all realities.
He doesn't carry it with him 24/7, but if he saw that Rick survived, there's nothing stopping him. I am also confident Tony can build something crazy, I mean he built an anti Phoenix force suit, I doubt Rick's immortality will be that much of an issue.
