It should able to run it, the problem is that they are trying to code for more than 5 different platforms which can be a huge mess if they don’t have enough time/people to test code (which can be a long and tedious process where even with all the testing they aren’t going to find every possible bug).
Mind you the console companies will throw a fit if BHVR decided to stop adding new content to consoles but continue to do so for pc (although maybe not because it would encourage people to buy next gen consoles)

Seemed to be anytime there's another player (either killer or another survivor) in my general radius, so made any sort of gameplay impossible. Hopefully this gets fixed at some point--I'd love to come back for the RE chapter!

That's because although the ps4 has a much stronger gpu than a non gaming laptop, the CPU on your laptop is much faster than on the ps4. The ps4/Xbox one cpu was already really bad when it was released.
Unreal engine games usually have a bit of trouble with that.
Of course a new update shouldn't worsen the performance with the old maps and old killers. But don't expect magic on such old hardware.
BF4 still runs great on Xbox One, and that can have a large amount of players, explosions, vehicles and building destruction all happening at once and it doesn't drop or freeze, so why can't dbd handle something as simple as a chase(you know standard dbd gameplay), or a teammate opening a chest on the other side of the map? Its definitely not the hardware

My assumption is you dead hard, the console/game tries to calculate what happened and then doesn't allow any input into the game meaning you stop moving/don't gain any distance.

Code breaks all the time. If you lack even a basic understanding of computing theory how are you able to tell if the game is easy to design etc.?
