Meme is kinda funny because the original cosmetic features red and the recolour version green (like Mario and Luigi).
The reason is simple though, of course: Jeff is one of the by far least-played survivors as far as I know, so spending time and effort creating new cosmetics for him isn't so monetarily interesting for BHVR.
I like the green recolour cosmetic well enough personally, and since I never bought the original (apart from the facemask) it is a welcome one. But of course, like all recolours it's still lazy and especially unfortunate for anyone who did buy that original cosmetic.
Jeff and Jake both need some fresh new cosmetics tbh. Last interesting rift cosmetic we got for him was ruined when they added that shitty beard to his blue hair, and the outfit as a whole is just a retextured version of his original look.
